In recent years, Palestinian higher education has developed rapidly including exponential growth in enrollment and graduation rates. In 2009-10 academic year, there were 196,625 students in the Palestinian Authority, compared to 180,956 students in the 2007-08 academic year and in the year 174,823 students during 2006-07. Today there are 49 recognized higher education institutions under the Palestinian Authority, 34 of them in the West Bank.

  • Entry of Foreign Academics to the West Bank

  •
Israel follows standard international border control practices to process the entry of foreign citizens into the West Bank. These procedures follow the Interim Accords signed by Israel and the Palestinian Authority.

The State of Israel does not place any restrictions on the entry of academics from outside the country or on partnerships between academics and Palestinian institutions. Academics from foreign countries can enter freely, except in cases of exceptional security concerns. The only requirement is to apply for the regular three month permit. Academics can extend their permits by applying to the relevant authorities; the renewal rate is more than 90%.

If the academic also holds Palestinian travel documents (as well as a foreign passport), then the request will be processed using the Palestinian documentation.  Similarly, this will not affect their entry into the West Bank, unless there are exceptional security concerns.
