Israel's Agency for International Development Cooperation, known as MASHAV in its Hebrew acronym, initiates and implements Israel's development cooperation program worldwide. MASHAV aims at transferring to developing countries, the expertise and technologies that have assisted Israel in its own path to development. Today, Israel cooperates with over 140 countries, providing training in Israel and abroad, operating on-site long term demonstration projects. MASHAV is active in fields ranging from agriculture to medicine and from community development to entrepreneurship.
MASHAV operates in the following three structures:
1. Training in Israel
MASHAV organizes different training in various fields of expertise. MASHAV caters for the tuition/study costs, full board and studies costs, miscellaneous costs and health insurance for the participants/candidates (full details are contained in course brochures). The responsibility of paying flight tickets to and from Israel and per diem/ out of pocket allowances belongs to the candidate or his/her sponsoring organization.
2. On-The-Spot courses
Here, Mashav experts from Israel will travel to the country as a result of an official request channeled through the Israel Embassy. Over a two to four week period, the courses or training on a range of topics will be done – based on the information given in the OTS (On-The-Spot) Questionnaire. MASHAV will cater for all the costs of the experts from Israel who will conduct the course. The costs for the venue of the course, per diem for participants, instructional facilities, boarding arrangements, secretarial arrangements and other logistics shall be the responsibility of the institution that made the request.
Upon an official request by a country, MASHAV can send an Israeli expert to come and carry out a feasibility study and make re commendations on the specific topics that would be suitable to the country. MASHAV will cater for all the costs of the experts from Israel . The expert can also carry out a project involving both training activities and practical demonstrations and on a day-to-day basis s/he will, handle a specific topic which has been selected by the local bodies and agents.
