Yaakov was born in Brooklyn, New York, and completed his undergraduate studies in journalism and international relations at Syracuse University in 1982. The following year he immigrated to Israel, where he later joined the IDF. He has been a member of the Foreign Service since the autumn of 1989, previously serving abroad in New York and New Zealand.

For more than a decade, Yaakov has played an important role in formulating and implementing Israel's diplomatic approach to managing strategic challenges, work for which he received the Israeli Foreign Ministry Director-General's award for excellence in 2012.

The Consulate General of Israel is the country's representative to Massachusetts, Rhode Island, New Hampshire, Maine, and Vermont. The office serves as the liaison between the residents of New England and the State of Israel.
