I. The Killing of Israeli Innocents in Adora
One more time, innocent civilians were deliberate targets of a
terrorist attack. Palestinian terrorists infiltrated the Israeli
community of Adora on Saturday morning April 27, 2002. They went
on a shooting spree, house-to-house, killing Israeli civilians in
their beds and shooting families while they eat breakfast together.
Four Israelis were murdered, one a five-year-old child, and one
is currently fighting for his life. Two young Israeli children were
among the seven wounded. This attack on the Jewish Sabbath demonstrates
yet again how Palestinian terrorists exploit religious holidays
to carry out barbaric acts of violence. These four civilians were
killed simply because they were Israeli and for no other reason.

The Israeli army entered the city of Hebron last night, following
the attack Saturday morning in the community of Adora, west of Hebron
and following warnings received regarding planned terror attacks
emanating from Hebron. To

II. Arafat to Leave Compound in Ramallah
Arafat is to leave his compound in Ramallah with the explicit understanding
that he must arrest terrorists. With an active American role, Arafat
will be able to leave the compound in Ramallah. To

III. Jenin Fact Finding Team
Israel originally accepted the U.N. Jenin fact-finding mission,
but when the fact-finding mission transformed into an investigation,
without an agreement on terms of reference or conditions, Israel
was unable to accept this mission. This is more than just semantics.

IV. Humanitarian Relief for Palestinians
In the midst of an ongoing battle against Palestinian terror, the
humanitarian needs of the civilians were not neglected nor were
services stopped. Special attention was given to maintain the medical
