Dear Friend:

Enclosed are documents that were seized recently in Arafat’s headquarters compound in Ramallah. The documents directly link Yasser Arafat to the financing and implementation of terrorist attacks against Israeli civilians.

Yasser Arafat personally signed each of the following documents, which clearly demonstrates Arafat’s personal support for the Tanzim and Fatah terrorists. Arafat’s allocation of funds to the Tanzim and Fatah operatives are directed to those who are engaged in suicide attacks against Israeli civilians.

Please note that all text in bold is taken directly from the original document and Arabic and text in italics are explanations of the documents.

  3. Amar Qadan (A senior activist in the Presidential Security/Force 17 in Ramallah, involved in the activities of the operational cell)

Below is a memo from Marwan Barghouti, head of Fatah/Tanzim in the West Bank, to Yasser Arafat requesting $1,000 for each terrorist. Yasser Arafat signed each document, which directly links him to the Fatah and Tanzim terrorist activities.
